Badri has long been head of Islamic State’s Shura Council, a leadership group that guides strategy and decides succession when a caliph is killed or captured.

Badri has two other brothers, one detained for years by Iraqi authorities, the Iraqi security official said. The other brother’s whereabouts is not known, but he is believed to be another Islamist radical.
