The two brothers (Jorge and Victor) lead Shining Path, a Maoist rebel group that has declared the U.S. a primary enemy and wants to overthrow the government of Peru.
Jorge known as, Comrade Raul has participated in, and also directed multiple Shining Path attacks, including an October 2014 attack in Ayacucho, Peru that killed two police officers.
