Al-Buthe was desiganted on 9 September 2004, along with the U.S.-Based Branch of Al-Haramain Foundation, organization where he was one of the directors.
The U.S.-based branch of Al-Haramain Foundation (AHF) was formally established in 1997.
Al-Buthe was the organization’s attorney. He was designated because of AHF’s support for Al-Qaeda while under his oversight.
The investigation showed direct links between the U.S. branch and Osama bin Laden.
Other informations shows that funds that were donated to AHF with the intention of supporting Chechen refugees were diverted to support mujahideen, as well as Chechen leaders affiliated with the Al-Qaeda network.
In February 2013, Al-Buthe was removed from Treasury’s Al-Qaeda sanctions list.
